E-government Challenges in Developing Countries: Development of Iraqi E-government
This paper explores the development of e-government in Iraq, highlighting efforts to use technology to deliver government services more efficiently. While Iraq has launched initiatives like the Ur portal, e-passports, and digital citizen services, progress is hindered by several major challenges, including weak internet infrastructure, political instability, corruption, low digital literacy, lack of legal frameworks, and cultural resistance to change. Many government websites are outdated or malfunctioning, and citizen trust in digital services remains low. The paper concludes that to advance e-government, Iraq must strengthen laws and policies, improve ICT infrastructure, enhance digital skills, ensure cybersecurity, and build public trust through coordinated efforts and strategic investment.
Antecedents To Effective E-Learning Among Selected Secondary Schools In Malaysia
This research explores what makes e-learning effective in Malaysian secondary schools. It examines key factors like system quality, content quality, user satisfaction, and students’ confidence in using technology. The study finds that when students are satisfied and confident using e-learning systems, they learn more effectively.
