ECONOMIC GOALS AND SOCIAL OBJECTIVES NEED NOT NECESSARILY MUTUALLY EXCLUSIVE

Gombak, 20 September 2022. Harun M. Hashim Law Centre, a strategic business unit under Ahmad Ibrahim Kulliyyah of Laws, trains young civil service officers on regulations, ethics and integrity in a four-day workshop. This is the third series of collaboration between the Centre and the Malaysian Department of Public Service in providing competency building programmes to the officers.

Professor Farid Sufian Shuaib in starting the discussion on regulations refers to the importance regulations over different industries and economic activities to ensure social objectives such as consumer protection, access to essential services such as water, electricity and internet connection are met. It is also essential for all stakeholders, such as the industries themselves, to be involved in designing and strategising regulations.

The participants discuss about the different strategies in implementing regulations – apart from the traditional strategy of command and control – such as meta-regulations, harnessing the market, using incentive, and creation of rights for class actions
